InfoScale support for OCIIP agent in cloud environment

InfoScale supports OCIIP agent in Google cloud environment. The OCIIP agent uses OCI Python APIs to associate IP resources with OCI VM instance. The OCIIP helps to failover IP (PrivateIP, OverlayIP or ReservedPublicIP) within the OCI environment.
