Session performance improvement over TCP

In challenging network environments, the user experience of sessions based on TCP connection many times are not satisfactory due to factors of inaccurate transient bandwidth estimation or complex graphics codec bitrate strategy or congestion control algorithms etc.

In this 2603 release, we put lots of effort optimize these areas including codec bitrate algorithms, bandwidth data filter, memory usage, QP setting and TCP socket options; now we can achieve much better performance for lossy network environments and/or long-haul connectivity.
