Fixed issues

Scout

• Logging options do not apply for ScoutLS.log. Logging will be done in eluxd.log (eluxd.ini parameter: ActivateDedicatedLogFiles = true|false with default false.)
• TZ/keyboard values incorrectly resolved
• eLux scheduler schedule changes not pushed to device
• Clearing "Hide display (Hotkeys)" breaks Device/Advanced config tabs

Scout Board

• Retain local device configuration (unlocked fields) flag needs scoutserver to be restarted
• AD group search fails (truncated at 1000 results)
• OU notification action fails with 404 when OU has no direct devices
• Scout Board login fails when AD password includes the "¤" character (ASCII 244)
• Scout Board won't start when installed on a non-C: drive
